Request for Qualifications

Episcopal Community Development, Inc. (ECD) is soliciting responses from licensed contractors describing their capability to perform rehabilitation and construction services on a number of homes in the South Ward of Newark and the neighboring Town of Irvington. This program is pursuant to ECD’s continuing goal of stabilizing neighborhood blocks and providing affordable, high-quality housing to area residents.


Qualified contracts will be placed on a list and be given the opportunity to bid on projects as they become available. Projects will include rehabilitation and new construction of both single-family and multi-unit properties.


Summary and Background

ECD is a 501(c)(3) not-for-profit community development organization focused on neighborhood stabilization in Irvington and Newark, New Jersey. In addition to housing development, ECD provides homeownership and foreclosure counseling, neighborhood planning services, and operates the Clinton Hill Community Resource Center. Selection Criteria

Successful applicants will have a demonstrated record in producing quality housing within an established budget. References and the ability to secure a payment and performance bond will be key in evaluating this criterion. Responsiveness, staff resources, and technical sophistication will also be evaluated in the selection process.
